Shopping center VRS swamp?
When you have a swamp, comes bugs. Getting rid of it would get rid of some musquitos (that can cause west nile, and malaria) and get rid flies, and other animals. Swamps usually smell, the smell would go. A kid can't drown in a mall so it would be safer to have a mall than a swamp.

So you have some public safety issues you can use, and some minor annoyance ones (the bugs) as well as the smell and the aesthetic beauty (depending on what the swamp looks like and what the mall will look like) that are all positive things.

Looking at the mall side, you have to have stores, so a positive for entrepreneurs, and big businesses can be attracted too. And all stores need employees so you are creating a wide range of full time jobs (can get people off welfare or unemployment) and part time jobs (students). Also, people go to the mall to buy things, which means spending money, which translates to gains in economy and other areas.

Good luck
Reply:With the swamp gone, there is less of a chance of the West Nile Virus". It's transmitted by mosquitoes.

A mall would give the local economy a boost, ie; more employment
